- គណៈកម្មការមូលបត្រកម្ពុជាត្រូវបានបង្កើតឡើងដោយច្បាប់សី្តពីការបោះផ្សាយ និងការជួញដូរមូលបត្រមហាជន ដែលត្រូវបានប្រកាសឲ្យប្រើនៅថ្ងៃទី ១៩ ខែតុលា ឆ្នាំ២០០៧។ ការរៀបចំ និងការប្រព្រឹត្តទៅនៃ គ.ម.ក. ត្រូវបានធ្វើឡើងដោយ អនុលោមតាមអនុក្រឹត្យសី្តពីការរៀបចំ និងការប្រព្រឹត្តទៅនៃគណៈកម្មការមូលបត្រកម្ពុជា ដែលត្រូវបានប្រកាសឲ្យប្រើនៅថ្ងៃទី ២៣ ខែកក្កដា ឆ្នាំ២០០៨។

- The parties are involved in these settlements and payment includes Cash settlement agent (Commercial bank accreditation from the SECC), clearing and settlement operator and Operator of Securities Depository.
- ៨What day in the Cambodian exchange closed and how does this impact the settlement cycle?
- The closing day of Cambodia Exchange is Public holiday. Trading days are from Monday to Friday (Except Public holiday), it does not impact settlement day, because settlement day is T+ 2 (business day). - No restriction for foreigner investor
- ៦What procedure is followed in case of failure to deliver share on the settlement day?
- Operating Rules of Securities Clearing and Settlement of the Cambodia Securities exchange according to Article 9.-Good Faith Deposit
Before placing the client's orders, the members shall ensure that their clients have in cash for buying securities and in concerned securities for selling in compliance with the requirements stipulated in the paragraph 2 of this article.
The minimum rates of the good faith deposit for a bid order and ask order shall be as following:
1. At least 100% of a mount cash for bid order;
2. At least 100 % of securities for the equity for ask order.
The members shall ensure that the amount of cash and the quantity securities required as the good faith deposit shall be kept or frozen for the settlement or until the order become invalid. In Cambodia bid and ask securities have no margin account, so the case failure to delivery share rarely happen. - Trading cost associate with the Cambodia exchange have two parts.

-For member pay to According to our PRAKAS on the Implementation of the Operating Rules Of Securities Market Article 24.-Securities Transaction Fees
The members shall pay securities transaction fee in relation to services provided pursuant to these rules. Calculation method for transaction fee, payers and time of payment are as follows:
1- Rate: The fee for the equity securities trading service shall be levied on the amount of value of trade settled (the amount of fee obtained shall be rounded up to the first decimal place) at the rate of 25/10,000 (twenty five-ten thousandths) or 0.25%.
2- Payers: securities firms which are members of the CSX.
3- Time of Payment: 8:30 am on the settlement day.

Tax incentive on Profit Tax for Equity and/or Debt Securities Issuing Companies and on Withholding Tax for Securities Investors.
Article 4.Tax Incentives on Profit Tax for Equity and/or Debt Securities Issuing Companies Equity and/or Debt Securities issuing companies approved by the SECC and listed on the permitted Securities Market shall fulfill the form and submit to the General Department of Taxation through SECC in order to grant tax incentives by reducing 10% of total amount of tax on profit to be paid for three (03) years. The three (03) years of tax incentives above shall be calculated from:
a. the beginning of the taxable year of securities issuance within the first six (6) months of the taxable year.
b. the beginning of the taxable year after the taxable year by which securities are issued within the last six (6) months of the taxable year.
Article 5.– Tax Incentives on Withholding Tax for Securities Investors
Public investors shall gain fifty (50%) percent deduction of withholding tax on interest and/or dividend which derives from holding and/or buying-selling the government securities, equity securities and debt securities for the period of three (03) years counting from the opening of securities market. The person ,withholding agents, disbursing interest and/or dividend shall calculate the withholding tax as prescribed in the paragraph 1 prior to disbursement and submission of withholding tax declaration letter to tax administration with compliance to a particular form no later than day fifteenth (15th) of the following month after withholding. - ១How is the transaction fee?
